A public square and speakers stand were constructed
for citizen voting on all city ordinances and other
matters of public concern. Contracts were let and a
water-powered mill was constructed at the north end of
Winter Quarters during the winter months. Merchandize
and food stores were opened. A welfare store was fur-
nished and opened for the needy. Roads, bridges and
ferries were constructed far and wide in the area of
southwest Iowa and east central Nebraska. A number of
committees were established to look into the best means
of meeting community needs. Among them was a fishing
committee to organize a crew of fishermen and a method
of paying the crew for providing fresh fish on a regular
basis. A Wheat Committee was provided with funds to
buy wheat in Missouri. The Council decided that those who went to Missouri with teams and wagons and hauled
